Mine are a little less balanced, here is a sample/ "Opening up comments from municipalities and heritage organizations only after the Bill was introduced to the Legislature is insulting and reckless. These revisions radically alter the direction the Province has always taken which was to devolve responsibility of heritage conservation to local municipalities. The changes outlined here will have grave consequences for the continuing process of conserving Ontario’s heritage resources. Heritage conservation in Ontario leans heavily on volunteer workers and they should not be ignored or belittled. The Minister of Culture should suspend the legislation and do a proper consultation before proceeding....If the purpose of the proposed revisions is to make it easier to increase housing supply, as the title of Bill 108 suggests, it would be much simpler and more effective to create a single circumstance where owners can appeal Council decisions to the Tribunal. This single circumstance would be where owners can indicate they are being hindered or prevented from increasing the density on their property because of a heritage designation by-law.<br />These proposed revisions will not “continue to empower municipalites”, and they will not “streamline” approvals. They will hamstring municipalities by imposing more time limits, and by allowing appeals to a Local Planning Tribunal at every step in the process to conserve individual properties. Cost of appeals will be borne by municipalities, heritage organizations and owners. They will be time consuming. These revisions will have a chilling effect on designations because the process is made more onerous, the outcomes less secure, and as municipalities will now be forced to defend designations made in the past. Municipalities will be less willing and have less staff time to take on the task of designation. I'm commenting on this rather late, but I wanted to relate a telling anecdote on property tax rebates versus grants as a heritage funding incentive. At its July 2014 meeting, Toronto City Council had two items side by side on the agenda: approval of the city's 2014 heritage grant awards and restructuring of the heritage property tax rebate program.<br /> <br />As councilor and as mayor, Rob Ford was notorious for putting a hold on any council agenda item relating to grants. He didn't like the city giving out grants for, well, pretty much anything, and would always block these items from being approved on consent, specifically so he could vote against them.<br /> <br />And so it was to nobody's surprise when Mayor Ford placed a hold on agenda item PG34.16, the 2014 heritage grant awards. The total of all grants to be approved was just under $261,000. And again to nobody's surprise, when the item came up for a recorded vote, there was only one vote against the grants. No guesses as to who.<br /> <br />Meanwhile, agenda item PG34.15, restructuring of the heritage property tax rebate program, had no holds and passed on consent without a single word of comment from the mayor or anyone else. Certainly as we all know, statistics d...Hello Dan,<br /><br />Certainly as we all know, statistics don’t tell the whole story, and can be open to wide interpretation. They are simply indicators. One of the values of maintaining these statistics, though, is having a sense of the municipal appetite to use the authority provided by the Ontario Heritage Act. <br /><br />As to the designation trends you report, be aware that those 47 Part IV by-laws passed in 2005 are those passed after the April 2005 amendments to the Act. For the entire year of 2005, pre and post April, the number is 74 Part IV by-laws passed. More accurately, the previous low is in 2013 with 101 by-laws. The 78 by-laws reported passed in 2014 come out of the early December 2014 mail to the Ontario Heritage Trust. The number is sure to be a bit higher once the complete year is tallied. I have no doubt that 2004 being a municipal election year had a great influence on this activity.<br /><br />Another valuable indicator, and not only because of my capacity with the ministry, is the growth of the number of municipal heritage committees (MHCs) since the 205 amendments. There were approximately 110 MHCs in 2005 while as of the October 2014 municipal elections, there were 152 committees. This represents 91.03% of the population in organised municipalities in the province.<br /><br />Another valuable indicator, though one that is tough to measure, is the steadily increasing use by municipalities of subsection 27 of the Act to list non-designated properties on the municipal register.
